We first have to know which of the server names is the "primary" server name
and which registrar manages that name.
First I'll assume that ns.bar.com is the primary name. After the transfer
of bar.com and ns.bar.com to registrar B takes place, changing the IP
address and adding or removing aliases would have to be done through
registrar B. If registrar B changes the IP address, the A records for
aliases ns.foo.com and ns.example.net would be updated with the new IP
address (assuming that the registry is authoritative for foo.com and
example.net).
If ns.foo.com was the primary name, it would not have been transferred to
registrar B and management authority for the name server would remain with
registrar A. Changing the IP address of ns.foo.com by registrar A would
result in a change to the A records for aliases ns.bar.com and
ns.example.net (assuming that the registry is authoritative for bar.com and
example.net)
