    Rick,

    You've touched on the precise reason that the NSI registry currently
    enforces IP address uniqueness. However, even this restriction doesn't stop
    someone from using someone else's IP address. It's just a matter of who
    gets in first and dealing with squatting problems off-line.

    Proactive notification of IP address use at the protocol level would have
    several consequences that I'm not comfortable with:

    1. Association of a contact with an address becomes required.
    2. How does a thin registry that has no contact info notify anyone?
    3. (Thinking ahead to implementation) How does the notification take place?
    Server-initiated protocol message (ouch), out-of-band e-mail, or something
    else?

    On the other hand, I don't have a problem with adding a requirement for a
    registry to provide some kind of service that identifies registered name
    servers and the IP addresses associated with them.

    Scott,

    this will only encourage the creation of A records in each gTLD for
    folks that automaticly create NS records children NS of a given zone in a
    TLD.

    For instance this senerio can't work now, but it could under your
    proposal.

    If child of SLD does not exist create it. Often registrations come in that
    have ns1.SLD.TLD and an IP address of another NS. Is it going to be
    scaleable to manage many 'A' RRecs for a much smaller set of NS.

    I would also propose that a gRRP have a notification mechanism to prevent
    someone from using and IP address of an NS that I own. I would like to
    prevent folks from using my NS w/o permission.
