    Yes, the name server must be registered in each of the registries. I'm
    assuming that a single registry is responsible for producing zone files for
    a given TLD, and to do so it must contain enough information to publish A
    records for name servers registered in the TLD.

    so, if a nameserver serves domains in two or more registries, the nameserver
    must be registered in each of the registries?
