OK, that's one vote from Patrik for "Definitely yes" and one from Randy for
"i have no problem with not allowing them to". Perhaps this feature should
be described as OPTIONAL, with the protocol providing the service but
allowing a registry implementation to decide if it wishes to allow IP
address duplication. Does anyone have any objections to that?
