Internet-Drafts describing the Extensible Provisioning Protocol (EPP) are
now available. Specified in XML, EPP is an extensible, object-independent
protocol that can be layered over multiple transport protocols or
application frameworks. I've written five drafts that describe the base
protocol, mappings for domain names, host names (name servers), and
contacts, and transport over TCP with TLS. Proposals for transport over
other protocols or frameworks, such as https or BEEP, are welcome and
encouraged.
I've proposed use of this list for discussion purposes. Here are the URLs
for the drafts (sorry if any of the URLs get line-broken):

t
This document describes a connection-oriented, application layer
client-server protocol for the provisioning and management of objects stored
in a shared central repository. Specified in XML, the protocol defines
generic object management operations and an extensible framework that maps
protocol operations to objects.

ct-00.txt
This document describes an Extensible Provisioning Protocol (EPP) mapping
for the provisioning and management of identifiers representing individuals
or organizations (known as 'contacts') stored in a shared central
repository. Specified in XML, the mapping defines EPP command syntax and
semantics as applied to contacts.

n-00.txt
This document describes an Extensible Provisioning Protocol (EPP) mapping
for the provisioning and management of Internet domain names stored in a
shared central repository. Specified in XML, the mapping defines EPP command
syntax and semantics as applied to domain names.

00.txt
This document describes an Extensible Provisioning Protocol (EPP) mapping
for the provisioning and management of Internet host names stored in a
shared central repository. Specified in XML, the mapping defines EPP command
syntax and semantics as applied to host names.

0.txt
This document describes how an Extensible Provisioning Protocol (EPP)
session is mapped onto a single Transmission Control Protocol (TCP)
connection.
