The feature you're describing was added to the GRRP requirements draft some
time ago and is slated for inclusion in the Extensible Provisioning
Protocol, aka EPP. It will NOT be added to the current NSI RRP, for which
RFC2832 is current. Here's the most recent version of the requirements
draft:

A -01 version of the draft should be announced any day now.
